Greenbelt Authority (GBA) is a Statutory Corporation established under the Greenbelt Authority Act No. 23 of 2017 ā the engine driving the nation's agricultural and economic transformation. Its core mandate is to unlock the country's land and water resources through large-scale commercial irrigation, moving beyond subsistence farming to create a resilient, food-secure, export-driven economy.
ABOUT THE ROLE
As a core member of the executive leadership team, this role is responsible for steering the organization's overall financial strategy, ensuring fiscal integrity, and driving investment performance. The Director bridges executive financial control with strategic growth, overseeing capital allocation, portfolio performance, risk management, and investor relations.
ACADEMIC & PROFESSIONAL REQUIREMENTS
š Bachelor's Degree in Finance, Accounting, or a related field
š Master's Degree in Finance, Business Administration, or a related field
š Mandatory: Full professional accounting qualification (ACCA, CPA, CA, or equivalent) with membership in a recognized professional body
š Desirable: A Chartered Financial Analyst (CFA) charter or equivalent credential
WORK EXPERIENCE
š Minimum 8 years of post-qualification experience at senior management level
š Proven track record in transaction structuring, capital raising, project finance, and portfolio management required
š Strong background in leading statutory audits, managing corporate tax strategy, and executing financial transformation programs
CORE COMPETENCIES & KNOWLEDGE BASE
š Advanced skills in financial modelling, capital budgeting, and corporate valuation
š In-depth knowledge of statutory tax laws, legal deal structuring, and financial regulatory frameworks
š Exceptional strategic thinking, negotiation, presentation, and executive decision-making capabilities
KEY RESPONSIBILITIES
Financial Strategy & Capital Management:
š Lead long-term financial modelling, capital structure optimization (equity, debt, grants), treasury and liquidity management, and establishment of corporate Financial KPIs
Financial Reporting & Controls:
š Oversee preparation of statutory financial statements in compliance with IFRS (or IPSAS)
š Manage audit relations and enforce a robust internal control framework to safeguard assets and mitigate fraud
Investment & Capital Allocation:
š Develop and execute investment frameworks for high-yield opportunities
š Lead project appraisal, financial modelling, and due diligence for investments, acquisitions, and joint ventures
š Monitor portfolio performance
Risk Management & Governance:
š Implement Enterprise Risk Management (ERM) frameworks
š Serve as chief strategic advisor to Board Committees (Audit, Risk, Investment) on financial and risk matters
š Ensure full statutory and regulatory compliance
Performance Management Plans and Budgets:
š Align institutional performance plans with Treasury guidelines and national frameworks; monitor service delivery targets; compile statutory reports for the Board, line Ministries, and oversight authorities
š Coordinate budget preparation under Public Finance Management standards, control public expenditures to prevent vote-book overruns, and maintain audit-ready financial controls for the Auditor General and other authorities
