BACKGROUND
The Government of Malawi (GoM), through the National Local Government Finance Committee (NLGFC), has received financing for the Governance to Enable Service Delivery (GESD) Project ā GESD 2.0 (Agreement No: IDA-E6540). NLGFC intends to use part of this financing to hire a Monitoring & Evaluation Officer under an Individual Consultant contract.
OBJECTIVES OF THE ASSIGNMENT
The M&E Officer assists in ensuring effective, efficient, and transparent management supporting evidence-based Project Monitoring and Evaluation for GESD 2.0, ensuring objectives and activities are achieved in strict compliance with existing legislation and World Bank management standards.
DUTIES AND RESPONSIBILITIES
š Develop, operationalize, and maintain the project's M&E framework ā indicators, targets, data collection tools, and reporting systems
š Coordinate collection, verification, analysis, and management of project data from implementing entities and Local Authorities
š Monitor progress against the Project Development Objective (PDO), Results Framework, work plans, and performance indicators
š Prepare monthly, quarterly, semi-annual, and annual project performance reports, leveraging the Project Management Information System (PMIS)
š Conduct data quality assessments and verification exercises to ensure data accuracy, completeness, and timeliness
š Support development of annual work plans and budgets with performance data and trend analysis
š Coordinate baseline studies, mid-term reviews, beneficiary assessments, impact evaluations, and end-of-project evaluations
š Monitor implementation progress at central and local government levels through field visits and supervision missions
š Prepare periodic Results Framework performance reports
š Support preparation of World Bank implementation support missions and project reviews
š Develop scorecards and performance monitoring tools for evidence-based decision-making
š Document lessons learned, best practices, success stories, and implementation challenges
š Build capacity of project staff, Local Authorities, and stakeholders in M&E, results-based management, and reporting
š Ensure M&E activities comply with project requirements, Government policies, and donor reporting standards
š Master's Degree in Economics, Statistics, or Demography; advanced M&E training is an added advantage
š Minimum 5 years of relevant experience in an M&E position
š Experience in data collection, analysis, reporting, communication, and project management
š Proficiency in MS Office (Word, Excel, PowerPoint); fair knowledge of statistical packages such as SPSS and Stata
š Experience designing, implementing, and operating M&E systems from project initiation to close-out
š Experience designing and managing beneficiary monitoring and database systems
š Experience in strategic planning and performance measurement ā indicator selection, target setting, reporting, database management
š Working knowledge of major evaluation methodologies (qualitative, quantitative, mixed-method, impact)
š Experience planning and managing surveys
š Experience developing and refining data collection tools and quality oversight
š Ability to mainstream gender in M&E of projects/programmes
š Ability to work in a team, good interpersonal skills, results-oriented, proactive, attention to detail
š Self-starter, able to work under minimal supervision
