ABOUT THE TOBACCO COMMISSION
The Tobacco Commission is a statutory corporation established by an Act of Parliament, the Tobacco Industry Act No. 5 of 2024. Its major function is to regulate and promote the development of the tobacco industry in Malawi.
JOB FUNCTION
To coordinate and efficiently administer all procurement and disposal of assets activities of the Commission in compliance with legal requirements.
KEY DUTIES AND RESPONSIBILITIES
š Undertake strategic sourcing, contracting, procurement, and supplier oversight within the framework of the Public Procurement and Disposal of Assets Act and Procurement Regulations
š Coordinate sourcing of procurement quotations per Government-approved procedures
š Oversee preparation of annual procurement plans and quarterly/annual procurement reports
š Prepare bidding documents and bid advertisements; evaluate bid proposals and specifications with user departments
š Provide advice to the Internal Procurement and Disposal of Assets Committee (IPDC), serving as secretary
š Monitor progress of procurement projects during implementation and facilitate supplier payments per contract terms
š Conduct procurement and supplier negotiations for quality and cost-effectiveness
š Prepare bid documents, Requests for Quotations, and Requests for Proposals, maintaining proper records
š Prepare specifications for commodities, services, and contracts with user departments
š Facilitate preparation and implementation of procurement plans
š Prepare procurement reports for management appraisal
š Conduct evaluation of bids and procurement surveys, recommending efficient, cost-effective supplies
š Monitor supplier performance on delivery, quality, price adjustments, and account conduct
š Maintain sound professional relationships with suppliers
š Maintain a database of the approved list of suppliers
š Supervise and appraise performance of staff under their charge
MINIMUM ACADEMIC AND PROFESSIONAL QUALIFICATIONS/EXPERIENCE
š Master's Degree in Procurement and Supply Chain Management or a related field
š CIPS Professional Qualification
š Must be a member of MIPS
š Six (6) years' experience in procurement and supply
