Greenbelt Authority (GBA) is a Statutory Corporation established under the Greenbelt Authority Act No. 23 of 2017 ā the engine driving the nation's agricultural and economic transformation. Its core mandate is to unlock the country's land and water resources through large-scale commercial irrigation, moving beyond subsistence farming to create a resilient, food-secure, export-driven economy.
ABOUT THE ROLE
This role provides strategic leadership and executive oversight of the Corporate Services Directorate, comprising Human Resources, Legal, Administration, Procurement, and ICT. It is pivotal in ensuring organizational effectiveness, legal and regulatory compliance, and operational and institutional integrity, supporting the Authority's mandate.
ACADEMIC & PROFESSIONAL REQUIREMENTS
š Bachelor's Degree in Human Resource Management / Public Administration / Law (LLB) from a recognized university
š Master's Degree in Human Resource Management / Public Administration / Law (LLB) / Business Administration (MBA) from a recognized university
š Registered member of a relevant professional body
WORK EXPERIENCE
š Minimum 8 years of post-qualification experience at senior management level
š Essential: demonstrable experience within the agricultural, irrigation, or agro-industrial sector
CORE COMPETENCIES & KNOWLEDGE BASE
š Expert knowledge of the Laws of Malawi, specifically Corporate, Labour/Employment, and Public Administrative Law
š Proven expertise in public procurement rules, public finance frameworks, and statutory governance principles
š Demonstrable track record leading and integrating multi-disciplinary teams (HR, Legal, IT, Procurement, Admin)
š Excellent negotiation, conflict resolution, strategic communication, and executive-level report writing skills
KEY RESPONSIBILITIES
Directorate Leadership:
š Lead strategic planning, policy formulation (including terms of service and manuals), and organizational performance management
š Oversee cross-cutting initiatives such as gender mainstreaming, institutional integrity, and climate change integration
Legal, Compliance & Governance:
š Ensure strict compliance with all Laws of Malawi, labour laws, corporate law, and public sector frameworks
š Direct the Legal Section in drafting contracts and MOUs
š Monitor litigation and manage legal risk
Company Secretarial:
š Oversee Board Secretarial services, including Board Pack production, quality control, and timely dispatch of executive correspondence to the Board in liaison with the CEO
š Take minutes and maintain official records of board deliberations; oversee post-meeting action items for accountability
š Provide authoritative counsel on statutory obligations, maintain official registers, and manage regulatory filings
š Facilitate meeting schedules, collaborate with the CEO and Chair on agenda formulation, and lead director orientation programs
Human Resource Management:
š Direct talent acquisition, workforce planning, performance appraisal, staff training, and career progression
š Enforce compliance with labour laws and industrial relations best practices
Procurement & Asset Management:
š Oversee the annual procurement plan, ensuring full compliance with public procurement and asset disposal regulations, transparency, and value for money in all tenders and contracts
ICT & Administration:
š Lead the digital transformation strategy and administrative cybersecurity protocols
š Oversee logistics, records, estate, transport, and insurance functions
