BACKGROUND
The Government of Malawi (GoM), through the National Local Government Finance Committee (NLGFC), has received financing for the Governance to Enable Service Delivery (GESD) Project ā GESD 2.0 (Agreement No: IDA-E6540). NLGFC intends to use part of this financing to hire a Financial Management Specialist under an Individual Consultant contract.
OBJECTIVES OF THE ASSIGNMENT
The Financial Management Specialist ensures sound financial management of the project in compliance with the Financing Agreement, Government of Malawi public financial management regulations (including the Public Finance Management Act), treasury instructions, IFMIS desk instructions, project operations manual, and World Bank financial management requirements ā covering planning, budgeting, accounting, financial reporting, internal controls, funds management, audit coordination, and financial compliance.
DUTIES AND RESPONSIBILITIES
š Prepare Financial Statements per IPSAS within six months of the financial year-end
š Coordinate preparation of a consolidated project budget, cash flow forecasts, execution, and monitoring, liaising with key ministries and departments
š Ensure Project resources are used per the financing agreement and Project Operation Manual, with due attention to economy and efficiency
š Prepare disbursement requests and financial justifications, submitted to Treasury and the World Bank
š Produce monthly, quarterly, semi-annual, and annual financial reports from central and district levels
š Coordinate with procurement and technical teams against the work plan and project objectives
š Ensure all supporting documents, records, and accounts are maintained, including SOE/IFR reporting methods
š Periodically review internal control functions to ensure they are sufficient and functioning correctly
š Coordinate project external and internal audits, responding to management letters
š Coordinate with Internal/External Audit, GoM, and Bank supervision missions, following up on findings
š Maintain accurate VAT schedules and ensure timely remittance of tax deductions to the Malawi Revenue Authority
š Advise the Project Coordinator and Director of Finance on financial and control considerations
š Supervise and strengthen PIT and local authorities' capacity in World Bank financial management rules and procedures
š Undertake other duties commensurate with the role as requested by the Project Coordinator
QUALIFICATIONS AND EXPERIENCE
š Bachelor's degree in Accounting and Finance, or equivalent
š Professional accounting qualification such as CPA (MW), ACCA, CIMA, etc.
š Master's degree in Accounting, Auditing, Finance, or Business Administration is an added advantage
š Minimum 8 years of experience in financial management in the public sector
š Experience in donor-funded project financial management and/or audit experience is an advantage
š Member of the Institute of Chartered Accountants in Malawi (ICAM)
š Outstanding numeracy, planning, organizing, and controlling skills
š Excellent organizational, interpersonal, communication, and analytical skills
š Ability to work in teams and engage with a diverse audience
š Good computer skills, proficient in Microsoft Office (Excel, Word, PowerPoint)
š Experience training/mentoring staff in financial management is an advantage
š Willingness to work under pressure, tight timelines, and minimal supervision
š Knowledge of audit techniques
š Upholding of anti-corruption and anti-bribery ethics
DURATION OF ASSIGNMENT
Up to 3 years, with annual performance reviews; extensions subject to satisfactory performance.
