Role Overview

The Global Platform for Action (GPA) on Sustainable Energy in Displacement Settings (GPA), hosted by UNOPS, is seeking a senior-level Communications Advisor to strengthen its communications and advocacy function.

The GPA works to ensure that SDG 7 – affordable, reliable, sustainable and modern energy for all – is inclusive of displacement and fragile settings.
The platform brings together humanitarian, development, government, private sector, financing and community actors to advance sustainable energy solutions at scale.

The successful candidate will provide strategic communications and advocacy support to increase GPA’s visibility, influence and impact globally.

Key Responsibilities
Communications and Advocacy Strategy
The Communications Advisor will:
Develop and guide implementation of GPA’s communications strategy.
Align communications and advocacy priorities with programme, policy, partnership and fundraising objectives.
Review existing communications activities and identify opportunities to strengthen reach, quality and impact.
Provide strategic communications advice to GPA leadership, colleagues and partners.
Advise on positioning, messaging, reputational risks, events and external engagement.
Messaging, Narrative and Content Development
The role will:
Develop compelling, people-centred narratives around sustainable energy in fragile and displacement settings.
Translate technical, policy and field evidence into clear and persuasive communications.
Lead the development of advocacy briefs, campaign materials, web content, newsletters, speeches, talking points, social media content and case studies.
Identify and publish stories demonstrating the impact of sustainable energy solutions.
Ensure communications are evidence-based and reflect the priorities of displaced people, host communities and local partners.
Advocacy Campaigns and Policy Influence
Key responsibilities will include:
Strengthening GPA’s advocacy around major policy and investment opportunities.
Developing targeted campaigns around Mission 300, SDG 7, clean cooking, renewable energy, humanitarian decarbonisation, climate finance and refugee inclusion.
Supporting partners to use shared evidence and messaging to influence policy processes.
Coordinating communications around major launches, events, campaigns and policy moments.
Representing GPA in communications and advocacy working groups, partner coordination spaces and external events.
Profile, Partnerships and External Engagement
The Communications Advisor will:
Build GPA’s profile through media engagement, speaking opportunities, thought leadership and digital platforms.
Strengthen relationships with communications counterparts across UN agencies, NGOs, donors, funders, financiers, governments, private sector organisations and community-based organisations.
Increase GPA’s visibility within humanitarian, energy, climate, development and displacement forums.
Support external engagement that positions GPA as a credible, evidence-based platform for humanitarian energy action.
Digital, Brand and Performance Management
The role will also:

Strengthen GPA’s website, newsletters, social media and multimedia storytelling.
Improve brand consistency, editorial quality and message discipline.
Coordinate dissemination of flagship communications products.
Develop communications guidance, templates and advocacy resources for partners.
Monitor communications performance, audience engagement and advocacy impact.
Expected Deliverables
The successful candidate is expected to contribute to the delivery of:

A comprehensive communications and advocacy strategy.
A core messaging and narrative framework for sustainable energy in displacement and fragile settings.
Advocacy campaign packages for priority policy and investment moments.
Partner communications and advocacy briefs, templates and campaign resources.
Flagship storytelling and evidence products.
Communications performance and impact analysis covering reach, engagement, audience growth, partner amplification, media visibility and campaign performance.

Language Requirements
English: Fluent – Required
French: Fluent – Desirable

Contract and Working Arrangement
The position is home-based and offered under an ICA – IICA Retainer contract at IICA 3 level.

The initial duration is one year, with the possibility of extension subject to satisfactory performance, availability of funds and the continued need for the services.

As a retainer contractor, the successful candidate will be required to complete mandatory UNOPS courses before providing services. These courses are completed in the candidate’s own time and are not compensated.

Qualifications

Required Qualifications and Experience
Education
An advanced university degree (Master’s or equivalent) in energy, environment, international development, humanitarian studies, international relations, public policy or a related field is required.

A first-level university degree (Bachelor’s) combined with two additional years of relevant experience may be accepted in lieu of the advanced degree.

Professional Experience
Candidates should have:

At least 7 years of experience in advocacy and communications, including at least 3 years at senior management level.
At least 5 years of experience in strategic advocacy or strategic communications, particularly in energy, environment, climate or sustainability.
Documented high-level advocacy or related experience engaging national and energy-sector leaders.
Experience working in challenging and politically complex environments.

Desirable Experience
The following would be an advantage

Experience working in a developing or displacement-affected country, including Uganda, Ethiopia, Kenya or wider Sub-Saharan Africa.
Experience managing staff across different geographical locations.
Experience with sustainable energy in humanitarian contexts.
Experience working with multi-stakeholder partnerships involving UN agencies, NGOs, governments, donors or the private sector.
