NEAR (Network for Empowered Aid Response), hosted by Adeso (African Development Solutions), is seeking an experienced Monitoring and Evaluation (M&E) Manager to strengthen its learning systems, data infrastructure, measurement approaches, and evidence generation.

NEAR is a global movement of local organisations working to transform the humanitarian and development sector into a system that is locally driven, equitable, dignified, and accountable. Its members span Africa, Asia and the Pacific, Latin America and the Caribbean, and the Middle East.
The M&E Manager will join NEAR’s Learning Team and play a key role in improving organisational learning, strengthening monitoring systems, supporting donor reporting, and generating evidence that demonstrates impact.
Position Purpose
The M&E Manager is a newly created role designed to strengthen NEAR’s data and measurement capacity as its grant portfolio, member engagement, and initiatives continue to expand.
Reporting to the Learning Director and working alongside the Learning Manager, the role will focus on building and maintaining strong monitoring, evaluation and learning systems, including:
Indicator frameworks
Survey design and analysis
Results tracking
MEL data systems
Data visualisation
Donor reporting support
The successful candidate will combine strong quantitative analysis skills with the ability to translate complex data into practical insights for teams, partners, members, and donors.
Key Responsibilities
Member Survey Design and Analysis
The M&E Manager will:
Lead the technical design and analysis of NEAR’s Annual Member Survey.
Develop survey instruments, coordinate data collection, clean datasets, and conduct quantitative analysis.
Manage post-event surveys and on-demand survey processes.
Produce accessible data summaries and visualisations for internal learning.
Work with the Membership Team to ensure survey findings inform engagement strategies.
Indicator Tracking and Results Frameworks
The role will be responsible for:
Maintaining NEAR’s indicator framework and results tracking systems.
Supporting programme teams to monitor progress against objectives and donor commitments.
Conducting regular indicator and data quality audits.
Identifying data gaps, quality concerns, and improvement opportunities.
Supporting evidence collection for NEAR’s Annual Report and impact reporting.
Grant MEL Support
The M&E Manager will:
Provide technical MEL support for donor-funded programmes.
Support the development of MEL frameworks for initiatives such as the Change Fund and Networked Financing Mechanism.
Maintain documentation of MEL systems, methodologies, and data sources.
Support donor reporting through accurate progress tracking and impact evidence.
MEL Systems and Data Management
Responsibilities will include:
Managing NEAR’s MEL data systems, including Asana dashboards, custom fields, and progress tracking tools.
Supporting future MEL system redesign initiatives.
Developing data management protocols and documentation.
Ensuring reliable and organised data systems across the organisation.

Works With: NEAR Secretariat, NEAR members, partners, and donors

Required Qualifications and Experience
Essential Requirements
Applicants should demonstrate:
Strong quantitative data analysis skills, including data cleaning, statistical summaries, and cross-tabulation of large datasets.
Strong knowledge of monitoring, evaluation and learning principles, including indicator design and results frameworks.
Experience designing, administering, and analysing surveys using platforms such as SurveyMonkey or equivalent tools.
Experience managing indicator frameworks across multiple donor-funded programmes.
Ability to create clear dashboards and data visualisations for leadership and donor audiences.
Experience using Asana or similar project management platforms.
Strong data documentation and management skills.
Ability to translate technical analysis into practical recommendations.
Experience collaborating across multiple teams and supporting organisational decision-making.
Strong attention to detail and commitment to data accuracy.
Commitment to localisation, locally-led knowledge, and Global South-led systems change.
Preferred Qualifications
Candidates with the following experience will be advantageous:
Experience managing member or stakeholder survey programmes within networks or civil society organisations.
Familiarity with locally led funds, pooled funds, or financing mechanism measurement.
Experience working with Global South organisations or networks.
Understanding of systems change and movement-building approaches beyond traditional log-frame methodologies.
Professional experience in Global South contexts.
Bachelor’s or Master’s degree in monitoring and evaluation, international development, social sciences, or related fields.
