The United Nations Institute for Training and Research (UNITAR) is seeking a Consultant – Expert in Strategic Learning Review and Transition Assessment to support the future direction of UN CC:Learn, the One UN Climate Change Learning Partnership.

UN CC:Learn brings together 36 multilateral organizations working with countries to design and implement results-oriented and sustainable learning initiatives addressing climate change.

The consultant will conduct a forward-looking strategic review and transition assessment designed to inform future strategic choices, sustainability and continued investment.

The assignment will examine more than a decade of programme experience, identify areas with potential for replication, institutionalization, sustainability or scale, and develop practical recommendations for the programme’s next phase.

Key Responsibilities
Conduct the Strategic Review
The consultant will:

Review selected project documentation, analyses, reports, learning materials, platform and learner data, and available monitoring and evaluation information.
Assess the programme’s achievements, strengths and limitations as relevant to future strategic decisions.

Analyse the usefulness, uptake, demand and potential viability of relevant learning activities, tools, products and approaches.
Participate in an outcome-gathering session with UNITAR staff.
Conduct selected interviews and consultations with project staff, partners, external stakeholders and potential future collaborators.
Identify promising existing, adapted or potential new components for scale-up, replication, institutionalization, cost recovery, integration or sustainability.
Develop the Transition Assessment
The consultant will also:

Explore options for sustaining and scaling selected areas of work through partnerships, institutional integration, digital delivery, policy linkages, sponsorship, co-financing or cost recovery.

Assess enabling conditions, risks, partnerships, capacities, safeguards, governance arrangements and resources required for future development.
Examine opportunities for resource mobilization, paid services, sponsored access and integration into existing institutional frameworks.
Develop practical and prioritized recommendations for the next phase, including transition approaches, possible pilots, decision criteria, resource requirements and risks.
Prepare a short, modular transition proposal and investment-case outline that can be adapted for different audiences.
Stakeholder Engagement
The role involves frequent interaction with:

UNITAR staff in related programmes and offices.
Staff from other UN agencies.
Government officials.
Representatives from academia.
NGO and private-sector stakeholders, where relevant.

Expected Deliverables and Timeline
The assignment is expected to progress through the following key milestones:

By 10 October 2026: Background consultation, initial screening and agreement on 3–4 lines of inquiry.
By 31 October 2026: Annotated report outline and preliminary structure for the transition proposal/investment case.
By 30 November 2026: Data collection and analysis, draft report and draft transition proposal/investment-case outline.
By 20 December 2026: Final strategic review report with prioritized recommendations and transition proposal/investment-case outline.

Contract and Working Arrangement
The position is offered as a Consultant/Individual Contractor assignment with a stated contract duration of 1–3 months.

UNITAR notes that the contract is expected to cover approximately one month of work spread over roughly three months. The assignment is home-based/remote.

Consultants are responsible for their own applicable taxes and duties. UNITAR does not provide or arrange life or health insurance coverage for consultants.

Required Qualifications and Experience
Education
Candidates should have an advanced university degree, preferably at Master’s level or equivalent, in areas such as:

International relations
Public policy
Business administration
Management
Development studies
Environmental studies
Climate change
Sustainability
A related discipline
Professional Experience
Candidates should have:

At least 7 years of relevant professional experience in strategic reviews, evaluations, feasibility assessments, programme design, organizational learning, strategy development, business development, business model design, service model development or related advisory assignments.

Experience conducting forward-looking strategic analyses, preferably relating to climate change, sustainability, capacity development, learning, training or international cooperation.
Strong understanding of climate change and sustainability issues, international development cooperation, capacity development, and the role of education, training and learning in institutional and policy change.
Demonstrated experience in partnership development, resource mobilization, cost-recovery or co-financing models, sponsored-access approaches, or financially sustainable programme models.

Additional Skills
The successful consultant should demonstrate:

Excellent research, analytical and writing skills.
Experience with qualitative and quantitative methods, document review, stakeholder interviews and evidence synthesis.
Strong ability to assess strategic options for relevance, feasibility, scalability, sustainability, risks, resources and institutional requirements.
Strong communication, facilitation and stakeholder engagement skills.

Ability to work effectively in an international and multi-stakeholder environment.
Complete fluency in spoken and written English.
Desired Experience
The following would be considered strong assets:

Experience with hybrid public-good/cost-recovery models.
Experience with institutional service offers, organizational transition, change management or transition roadmaps.
Familiarity with the UN system, multilateral organizations, International Geneva or multi-stakeholder partnership initiatives.
