Introduction

The Parliamentary Service Commission invites applications from suitably qualified Malawians to fill the position of Chief Legal Counsel within the Parliamentary Service. The Parliament of Malawi is an equal opportunity employer.

The successful candidate will join a professional team that supports the legislative, oversight, and representative functions of the National Assembly.

Purpose of the Position

To provide high-level legal guidance and support to Members of Parliament (MPs), Parliamentary Committees, and Parliamentary staff.

Key Responsibilities

Draft and scrutinize proposed amendments to Bills.

Draft and review Private Members' Bills.

Lead training initiatives for Members of Parliament and Parliamentary staff on legal matters, including constitutional law, legislative procedures, and parliamentary privileges.

Liaise with the Office of the Attorney General on litigation and procedural matters affecting the National Assembly, and conduct legal business on behalf of the Parliamentary Service Commission.

Draft and review contracts, agreements, policies, legal opinions, and other institutional documents.

Advise management on constitutional, statutory, and regulatory compliance.

Qualifications and Experience

Bachelor's Degree in Law.

Must be admitted to practice as a legal practitioner under the Legal Education and Legal Practitioners Act.

Must have been entitled to practice for at least two (2) years at a supervisory level.

Demonstrated experience in legislative drafting, parliamentary law and procedure, public sector legal advisory services, or litigation will be an added advantage.

A Master's Degree in a relevant field will be an added advantage.
