About the Australia-Pacific Partnerships Platform
The Australia-Pacific Partnerships Platform program is an Australian Government initiative funded by the
Department of Foreign Affairs and Trade (DFAT) and managed by DT Global. It provides Pacific Island Countries
with a suite of flexible, fit-for-purpose options that support broad governance and stability development
outcomes. Services provided by the Partnerships Platform can include recruitment, procurement, grants,
monitoring and evaluation, research and training, advisory support, and program design and management.
Our partners identify the areas in which this support is required, and these can include climate change,
strengthening public financial management systems, infrastructure, governance, economic growth, and social
inclusion.
About the Position
The Procurement & Grants Officer is responsible for supporting and coordinating procurement, contracting
and grants management activities for the Australia-Pacific Partnerships Platform. The role ensures procurement
and grant processes are conducted efficiently, transparently, and in compliance with our Operations Manual
requirements, DT Global policies, DFAT requirements, and relevant organizational procedures.
The position contributes to achieving value for money outcomes, maintaining ethical procurement standards,
promoting diversity and inclusion, and ensuring robust governance and accountability across procurement and
grants activities.
Key functions will include:
Procurement Management
• Undertake a range of procurement activities in accordance with the AusP3 Operations Manual,
including:
▪ Processing procurement requests and procurement plans.
▪ Obtaining and analysing quotations from suppliers.
▪ Coordinating supplier evaluation and selection processes.
▪ Conducting supplier due diligence assessments.
▪ Supporting negotiations with suppliers and service providers.
▪ Preparing procurement recommendations and procurement documentation.
▪ Facilitating contract development and execution.
• Manage end-to-end tender and quotation processes, including:
▪ Preparing Requests for Quotations (RFQs), Requests for Proposals (RFPs) and other procurement
documentation.
▪ Coordinating procurement evaluations and maintaining evaluation records.
▪ Ensuring procurement processes are fair, transparent and adequately documented.
▪ Maintaining complete procurement files and audit trails.
Grant Management
• Manage end-to-end grant processes, including:
▪ Support the due diligence process for potential grantees.
▪ Assist in tracking grant deliverables and ensuring timely submission of financial and narrative reports.
▪ Help coordinate and maintain records related to grantee compliance with DFAT and DT Global
policies (e.g., child protection, fraud, PSEAH).
▪ Provide administrative support for grantee capacity-building efforts.
▪ Support organisation and support the delivery of training for grantees on financial management and
compliance requirements.
▪ Provide guidance and assistance on grant requirements and reporting to grantees and partners.
Contract Administration and Systems Management
• Effectively manage the preparation and administration of contracts, subcontracts, grant agreements and
amendments, including:
▪ Coordinating internal review and approval processes.
▪ Liaising with programme teams and finance staff as required.
▪ Ensuring fully executed agreements are appropriately filed and accessible.
• Maintain accurate contract, procurement and grants records within MITRA, including:
▪ Uploading approved procurement, contract and grant documentation.
▪ Maintaining electronic filing systems and registers.
▪ Ensuring documentation is complete, accurate and audit-ready.
• Support programme audits, reviews and compliance assessments by maintaining complete and accurate
records and responding to information requests as required.
• Identify and escalate procurement, grant and contract risks and contribute to the development of
mitigation strategies.
Provide operational support to other functions within the program or other DTG programs
and any other tasks assigned by the manager
Flexible and hybrid work arrangements will be considered for the preferred candidate, including part-time
work from home / work from office split. Amendments to the Terms of Reference may be made during the
period of engagement as required.
About the Partnerships Platform Support Unit
You will be joining a team of experienced development professionals that are committed to sustainability,
strength-based capacity development, genuine partnership, gender equality, and disability inclusive

We have small ‘hubs’ in Suva, Canberra, Melbourne and Brisbane where office space can be accessed, and the
Support Unit team is predominately remote working and dotted over Australia and the Pacific.

Essential qualifications and experience
▪ A degree qualification in Procurement, Supply Chain Management, Business Administration, Finance,
Commerce or a related discipline
▪ Demonstrated experience in procurement, tender administration, contract management and/or grant
management.
▪ Experience working within donor-funded programmes, preferably DFAT-funded initiatives.
▪ Strong interpersonal and representational skills, with a demonstrated ability to build and maintain
effective working relationships across diverse stakeholders.
Desirable experience and knowledge
▪ Understanding of the Commonwealth Grants Rules and Guidelines, Commonwealth Procurement
Rules, requirements, or equivalent, and demonstrated experience in applying them to achieve valuefor-money outcomes.
