This fully remote consultancy offers experienced data governance and legal professionals an opportunity to contribute to safer, more effective data-sharing practices across a global network of child helplines operating in more than 130 countries and territories.

The successful consultant will help develop robust data-sharing frameworks that enhance the protection of children’s sensitive information while supporting evidence-based child protection systems worldwide.

About the Consultancy
As part of the “Innovating Child Helpline Data Collection and Analysis for Lasting Impact” initiative, CHI is improving how child helpline data is collected, managed, shared, and analyzed.

The consultant will provide specialist expertise in data governance, privacy, and legal compliance to ensure that new data-sharing arrangements meet international standards while protecting highly sensitive children’s data.

The assignment builds upon existing research already completed by CHI and will focus on translating findings into practical governance tools, legal templates, and risk assessments.

Key Responsibilities
The selected consultant will:

Review CHI’s existing research and data-sharing findings.
Participate as a specialist advisor during CHI-led member focus group discussions.
Provide legal and data governance recommendations.

Conduct a Data Protection Impact Assessment (DPIA) or equivalent risk assessment.
Assess legal processing requirements and cross-border data transfer mechanisms.
Draft updated data-sharing agreement templates for:
Governmental child helplines
Non-governmental child helplines

Ensure agreements cover both aggregate and disaggregated data.
Develop recommendations that align with international data protection and child safeguarding principles.
Participate in project meetings and revise documents based on stakeholder feedback.
Expected Deliverables
The consultant will deliver:

Recommendations on CHI’s internal data-sharing findings.
Two updated data-sharing agreement templates.
A comprehensive Data Protection Impact Assessment (or equivalent risk assessment).
Guidance covering:
Legal basis for processing
Cross-border data transfers
Data retention
Data deletion protocols

Contract Duration
Approximately 15 working days
Assignment delivered over around two months
Focus group participation scheduled for late September 2026
Final deliverables due by 15 November 2026
Salary and Benefits
