Malawi Communications Regulatory Authority (MACRA) POSTAL AND E-COMMERCE DIRECTORATE VACANCY ANNOUNCEMENT The Malawi Communications Regulatory Authority (MACRA) is a statutory body established under the Communications Act, 2016 to regulate the provision of services in the communications sector in Malawi, comprising telecommunications, postal, and broadcasting. MACRA invites suitable candidates to apply for the following position tenable at its Blantyre Head Office. 1. DATABASE OFFICER – M6 Job Purpose Reporting to the National Addressing Manager, the role manages and maintains the National Addressing System (NAS) database, ensuring data integrity, security, accessibility, and alignment with NAS objectives. Key Duties and Responsibilities 1. Database Management Maintain NAS database and ensure data accuracy, consistency, and completeness. Perform regular backups and recovery procedures. Manage user access, permissions, and data security. Develop and maintain data standards, documentation, and metadata. 2. GIS Data Integration and Management Capture, store, and manage spatial and non-spatial data using GIS tools. Integrate GIS datasets with relational databases. Update and maintain digital maps and spatial layers. Support field data collection using GPS and mobile GIS tools. 3. Data Analysis and Reporting Generate reports, dashboards, and visualisations. Support decision-making through data analysis and interpretation. Produce maps and spatial reports. Assist in monitoring and evaluation through accurate data insights. 4. System Support and Development Collaborate with IT teams to improve database and GIS systems. Troubleshoot database and GIS-related issues. Support system upgrades and migrations. Recommend improvements to data management processes. 5. Compliance and Quality Assurance Ensure adherence to data governance policies and standards. Implement quality control measures for database and GIS data. Maintain confidentiality and integrity of sensitive information. 6. Training and Capacity Building Train staff on database usage and GIS tools. Provide technical support to users. Develop user manuals and guidelines. Qualifications and Experience Bachelor’s degree in Computer Science, Information Systems, GIS, Geography, Data Science, or related field. Minimum of 2 years’ experience in database management and GIS applications. Experience with large datasets and spatial data systems is an advantage. Proficiency in MySQL, SQL Server, or Oracle. Strong SQL querying and data manipulation skills. Experience with GIS software (ArcGIS, QGIS). Familiarity with data visualisation tools and reporting platforms. Understanding of GPS data collection and mobile data tools. Key Competencies Strong analytical and problem-solving skills. High attention to detail and data accuracy.
