Job Title:International Individual Consultant – IOC Sub-Commission for the Central Indian Ocean (IOCINDIO) Job Location:Remote Closing Date:18 May 2026, 17:00 CEST Contract:Contract for Individual Consultant, 6 months
The Intergovernmental Oceanographic Commission (IOC) of UNESCO is seeking applications for an International Individual Consultant to support IOCINDIO.
This role offers the chance to contribute to regional ocean science cooperation, support the UN Decade of Ocean Science for Sustainable Development, and enhance coordination with IOC Member States in the Indian Ocean region.
Key Responsibilities Provide expert advice and technical support to IOCINDIO and assist in organizing the biennial intergovernmental session in Bali, Indonesia (September 2026). Liaise with IOC Member States, officials, ministries, IOC Chair and Vice Chairs, National Focal Points, and UNESCO National Commissions to increase regional participation. Support the development and implementation of programs aligned with IOC strategies and secure funding from bilateral and multilateral donors. Facilitate the establishment of the IOCINDIO Secretariat in India, including developing agreements and MoUs. Monitor and manage the Sub-Commission’s budget and extrabudgetary contributions. Promote activities related to the UN Decade of Ocean Science for Sustainable Development and coordinate with relevant partners. Participate in intergovernmental and technical meetings as required.
Methodology & Approach Candidates should outline their strategic approach, main steps from research to final delivery, flexibility for adjustments, and justification for their proposed methodology.
Supervisory & Work Arrangements The consultant will work under the supervision of the Head of Marine Policy and Regional Coordination Section, UNESCO IOC. Reports will be submitted monthly via email and regular coordination meetings. Duration: June 1, 2026 – November 30, 2026. Location: Remote, with UNESCO providing access to necessary systems and occasional support.

Advanced university degree (Master’s or equivalent) in Marine Sciences, Environmental Sciences, or related field. Minimum 7 years of relevant professional experience in ocean science, ocean management, or capacity development, including at least 4 years at the international level. At least 2 years of experience managing international projects/programmes. 1 year of experience in fundraising and resource mobilization. Excellent analytical, strategic thinking, and program management skills. Strong communication and negotiation skills. Fluency in English; working knowledge of French is desirable.
